ARCHITECTURAL REVIEW BOARD MEETING
July 23, 2007
The meeting was called to order by Vice-Chairman Jeannette Burger at 8:00 p.m. in the Town Hall. The meeting was delayed by agreement of all present to await the arrival of Billy Howk in order to establish a quorum.
Board members present: Vice-Chairman Jeannette Burger, Jerry Anderson, Billy Howk
Board members absent: Chairman Charlie Anderson, Scotty Lynch
The City Secretary read the minutes of the May 21, 2007 meeting. Motion by Anderson to approve the minutes as read; second by Howk. Motion passed with all in favor. The City Secretary then read the statement that the July 16, 2007 meeting had been cancelled due lack of a quorum. The Board considered the following items:
•1. Permit to construct a barn and horse fence at 710 East Mill Street (Tract 16, Round Top Oaks): Gale Hopkins was present to represent the item. After discussion of the fence and building materials, barn location, and lighting, a motion was made by Anderson to approve the application for a building permit to construct a 48' x 36' barn and a three-rail horse fence at 710 East Mill Street; second by Howk. Motion passed with all in favor.
•2. Permit to move a farmhouse and a guesthouse onto Tract 11, Round Top Oaks: Sandy Reed was present to represent the item. After objections by homeowners presented by Deborah Patch, including letters from Kevin Wofford, Patricia Van De Mark, and Tim Long, this application was withdrawn by Mrs. Reed.
•3. Permit to move a farmhouse onto Tract 18, Round Top Oaks: Sandy Reed was present to represent the item. Although there were objections to this item by subdivision homeowners, Mrs. Reed asked the Board to approve her request for a permit. After discussion of the materials, lighting, setbacks, and windows, a motion was made by Jerry Anderson to approve the application for a building permit to move a two-bedroom farmhouse onto Tract 18, Round Top Oaks; second by Howk. Motion passed with all in favor.
•4. Permit to move a farmhouse onto Tract 12, Round Top Oaks: Sandy Reed was present to represent the item. The subdivision homeowners, represented by Deborah Patch, requested that the Board table consideration of this permit request to give them time to form their association. Anderson stated that the permit request meets the requirements of the Land Use Ordinance and made a motion to approve the application for a building permit to move a two-bedroom farmhouse onto Tract 12, Round Top Oaks; second by Howk. Motion passed with all in favor, except Burger abstained.
•5. Permit for signage at 109 Main Street (Signor Farm & Ranch): Denise Jacobs was present to represent the item. After discussion of the placement of the sign on the Live Oak Street side of the building and the lighting of the sign on top of the building, a motion was made by Anderson to approve the application for two signs at 109 Main Street for Signor Farm & Ranch; second by Howk. Motion passed with all in favor.
•6. Other business: The City Secretary called the Board's attention to the change to Section 1-42(d) of the Land Use Ordinance that had been passed by the Town Council and to copies of letters of complaint from Bob and Martha Sanders and from Lena Ahlen-Gross that had not been addressed. She was instructed to place discussion of the letters on the agenda of the next meeting.
There being no other business, the meeting adjourned at 9:20 p.m.
