ARCHITECTURAL REVIEW BOARD MEETING
December 18, 2006
The meeting was called to order by Vice-Chairman Jeannette Burger at 7:00 p.m. in the Town Hall.
Board members present: Jeannette Burger, Gerry Anderson, Scotty Lynch, Billy Howk
Board members absent: Charlie Anderson, Alternate Deborah Patch
The City Secretary read the minutes of the November 20, 2006 meeting. Burger requested that the comments made by Pancho Howze regarding her removal from the Board be specifically quoted in the minutes. Motion by Anderson to approve the minutes as amended; second by Lynch. Motion passed with all in favor. The City Secretary informed Burger that she would let her know when the amended minutes were ready to be signed.
The Board considered the following agenda items:
•1. Shade/Picnic Pavilion at the Library: Harry and Betsy Harwood were present to represent the item. After discussion of materials, drainage, usage, and roof pitch, a motion was made by Anderson to approve the application to construct a shade/picnic pavilion at 206 West Mill Street (Round Top Family Library) and to declare the pavilion to have "Special Architectural Merit" in that the 6/12 roof pitch provides for historical conformity and the design is as good or better than the standards contained in the Land Use Ordinance, and will enhance the beauty and quality of the Town of Round Top, with the condition that this exception be approved by unanimous vote of the Town Council; second by Lynch. Motion passed with all in favor.
•2. Other Business: Burger read the definition of "public building" used for ADA compliance by the federal government, which stated that it was any building open to the public without invitation. (exhibit 1) A discussion ensued about the original intent of the Land Use Ordinance and how it should be interpreted in the present time. There was further discussion of other items in the Land Use Ordinance that need clarification. The Board agreed that a work session was needed to discuss this issue in-depth and possibly propose changes in the Ordinance. A Special Meeting was set for 7:00 p.m. on January 3, 2007.
Burger read into the minutes an email from Alderman Pancho Howze denouncing her ability to perform as a Board member. (exhibit 2)
There being no further business, the meeting adjourned at 8:32 p.m.
